OSU Students — in Regional Ministry of Finance

The representatives of OSU Economics and Finance Faculty took part in discussion of budget process documents by invitation of Orenburg Regional Finance Minister Tatyana Moshkova.

Such interaction is carried out within the contract of cooperation between OSU and Ministry of Finance of Orenburg Region, which was signed in the beginning of students’ training on "State and Municipal Finance" specialization.

On the 30^th of October students of OSU Finance Department, Head of Department Aleksandra Baltina and associate professor Vera Volohina participated in public discussion of Law "About introduction of changes in Orenburg Region Law on "Regional budget of Orenburg Region for 2014 and for planning periods 2015 and 2016". Deputy Minister of Finances Dmitry Kulakov and Head of budgetary policy and inter-budget relations department Pavel Kroshechkin answered the questions of attendees concerning the reasons of law changes, execution of financial obligations, sources of income and so on.

On the 5^th of November discussion was continued in the library named after N.K. Krupskaya, where new document of strategic planning — "Budget forecasting of Orenburg region for long-term period till 2030" was discussed. Not only authorities and representatives of non-profit partnership "Union of Orenburg financiers", but also students participated in the event. Tatyana Moshkova appeared before audience and highlighted the importance of budgetary forecasting for definition of Orenburg region budgetary policy priorities.

Aleksandra Baltina noted the importance of forecasting development from the side of revaluation of approaches to the main components of budgetary policy considering potential risks. She paid attention to the need for accounting of changes in Orenburg region’ demographic structure while forecasting of the main budget’s characteristics, suggested to consider availability and quality of state and municipal services as pair, but not always its unidirectional characteristics.
