Recognition of foreign education

In accordance with Article 107 of Federal Law No. 273-FZ of December 29, 2012 “On Education in the Russian Federation”, holders of foreign educational documents that do not fall under the scope of international treaties must undergo the procedure of recognition of education and (or) qualifications obtained in a foreign country in order to continue their studies in the Russian Federation.

It is possible to do this in two ways:

  1. You can contact the Federal State Budgetary Institution “Glavexpertcenter” at the address: Moscow, Leninsky Prospekt, 6. Support services phone +7 (495) 317-17-10. You can find all the necessary information on the official website http://nic.gov.ru/.
  2. To pass the procedure of recognition of foreign education accompanied by specialists of the Dean's office at Orenburg State University. To pass the procedure of recognition of foreign educational documents, you need:

    1) collect the following set of documents:

    • identity document (passport);
    • certified translation of the identity document;
    • the original of the diploma (certificate, certificate, certificate);
    • the original of the application, which shows the results of the final exams, the disciplines studied, the marks obtained on them;
    • confirmation of legalization of educational documents, i.e. “apostille” stamp or stamps of consular legalization (if legalization is necessary);
    • duly certified translations of educational documents;
    • copies of all documents: identity document, diploma, application, legalization (apostille), translations;

    2) come with the necessary package of documents to the Dean's office of the Faculty of foreign students` education (educational building No. 16, office 16209);

    3) the total period for the provision of state services for the recognition of a foreign state's document on the level of education and (or) qualifications in the territory of the Russian Federation does not exceed 45 calendar days from the date of receipt of the application and the documents attached to it.

    Note: in cases of sending requests to the competent authorities of the country, the deadline for submission may be extended to 90 days.

Legalization of documents

In accordance with Part 13 of Article 107 of Federal Law № 273-FZ of 29.12.2012 “On Education in the Russian Federation” and Part 7 of Article 6.2 of Federal Law № 127-FZ of 23.08.1996 “On Science and State Scientific and Technical Policy” documents on foreign education and (or) foreign qualifications, as well as documents on foreign academic degrees, foreign academic titles recognized in the Russian Federation must be legalized in accordance with the procedure established by the legislation of the Russian Federation, unless otherwise provided for by an international treaty of the Russian Federation.

Documents issued in the countries participating in international and bilateral agreements cancel the procedure for legalizing documents.
